Hi Holly Jo No, 23 is not too early to start using progesterone. My daughter started using it when she was 14 and is still on it 13 years later. It's extremely helpful for PMS symptoms which is why I gave it to her. So if you have symptoms warranting it's use, then do so. It's a needless cost if you have none. Incidentally it's given to neonates for respiratory distress syndrome, so it's never too early to use it. Take care Wray
