Pregnancy HELP :(

I am currently breastfeeding my 15 month old daughter and pregnant with another. I am exactly 6 weeks along. I started lightly spotting 4 days ago. I went into the Doc 3 days ago to get an U/S and HCG Level quant. My HCG and U/S was true to date (6 weeks) but my progesterone measured extremely low which is why the Dr. said I was bleeding. I started 200 mg twice a day last night...I am still bleeding-although no cramping or clots I am wearing a pad because it is enough to need to wear one. Does this mean I started Progesterone too late? Am I miscarrying?
